NSLP and CREs
The National School Lunch Program (NSLP) and the associated Coordinated Review Effort (CRE) are another two of our major focuses. The reporting of our observations are organized to pick up on areas that a state department Administrative Review (CRE) would address. A State Department CRE has three areas of focus:
1. Performance Standard 1 (PS1) - assessment of the entire meal counting and claiming process from the school meals application and direct certification through to the claim. This part of the review looks at both district level recordkeeping as well as site level POS operation. Application errors and exceeding the threshold of error tolerance in the claiming process may elicit fiscal action as well as require corrective action.
2. Performance Standard 2 (PS2) - assessment of menu compliance with federal regulations in regards to meal plan requirements, components, portion sizes, etc. Noncompliance with meal plan requirements and exceeding the threshold for error tolerance of non-reimbursable meals may elicit fiscal action as well as require corrective action.
3. General areas - assessment of other processes such as verification, on-site reviews, inventory controls, civil rights, and other recordkeeping. Errors in the general categories require corrective action.
