What is a National School Lunch Program Admistrative Review?

A comprehensive review of school meal programs consisting of 4, and sometimes 5 reviews, rolled into one.

Off-Site Review

The Administrative Review (AR) begins with an examination of the documents you submit to the review team.

One week of breakfast and lunch menus, production records, and supporting documentation will be reviewed for compliance with USDA nutrition standards.

Resource Management Review

A review of four areas that are key to the financial health of the nonprofit school foodservice account.

On-Site Review

An observation specialist will visit the selected schools and observe the meal programs as the meals are being served to students.

Plan & Schedule

Every contract is led by a dedicated Program Director and Contract Coordinator. Once the review list is received, our team develops notification templates, sponsor resources, and review tools; builds the schedule; assigns reviewers; and coordinates travel. Throughout the process, we maintain clear, consistent communication with the state through a single, streamlined point of contact.

Offsite Documentation Review

Offsite Documentation Review

The Administrative Review can be complex, but conducting much of the process offsite streamlines the experience for everyone involved. By collecting and reviewing documentation in advance, our team can ask targeted questions, request clarifications, and address findings early—well before arriving onsite. This proactive approach extends timelines for sponsors, encourages open communication, and ensures that onsite visits are focused, efficient, and solution-oriented.

Onsite Review and
Meal Observation

The onsite review is where preparation meets practice. With much of the documentation already reviewed offsite, the onsite visit becomes a focused, collaborative opportunity to finalize the process. Our team uses this time to verify and discuss outstanding findings, request additional documentation as needed, and observe meal service in real time to ensure compliance and quality. At the end of the visit, reviewers meet with the sponsor to share commendations, provide technical assistance, and walk through all review findings. This approach not only builds understanding and transparency but also ensures sponsors leave with clear guidance, actionable feedback, and confidence in their program’s integrity.

Accuracy, Consistency, Efficiency

  1. 01Quality AssuranceEvery review undergoes a detailed quality assurance process to verify accuracy, completeness, and alignment with state agency requirements.
  2. 02State ReviewWhen applicable, the completed review is submitted to the state agency for review and approval.
  3. 03Review ReportFollowing state approval, CN Resource provides the Administrative Review Report to the sponsor within 30 days of the exit conference.
  4. 04Corrective Action ResponseCN Resource partners with each sponsor to obtain, review, and approve a complete corrective action plan within 30 days of the Administrative Review Report.
  5. 05Review ClosureOnce all findings are resolved, CN Resource issues a closure letter, notifies the sponsor, and submits the full review documentation to the state agency.
